According to Official Account @EnergyStorageMarket, on March 26, the National Energy Administration (NEA) issued the Implementation Rules for the Issuance of Renewable Energy Green Power Certificates (Trial) (Draft for Comments).
The rules clarify the issuance methods and types of Green Certificates (GCs). The NEA Qualification Center, leveraging the national GC issuance and trading system, will issue GCs monthly based on renewable energy generation. One GC is issued for every 1,000 kWh of renewable electricity generated, with any unqualified remainder carried over to the next month.
GCs will be issued according to different types of renewable energy generation:
Tradable GCs will be issued for grid-connected electricity from wind, solar, biomass, geothermal, and ocean energy projects, as well as for fully market-based conventional hydropower units commissioned on or after January 1, 2023.
Non-tradable GCs will be issued for self-consumed electricity, off-grid renewable energy projects, and grid-connected electricity from conventional hydropower units commissioned before January 1, 2023. These non-tradable GCs will be transferred along with the settlement of electricity. The commissioning date of conventional hydropower units will be determined by their initial trial operation. Hydropower projects containing both pre- and post-January 1, 2023, units must distinguish them during the project filing process.
For integrated projects that combine multiple energy sources—such as source-grid-load-storage projects,wind/solar-based hydrogen (ammonia/methanol) production, and renewable energy replacement in coal-fired captive power plants—the project owner must commission grid companies or other legal metrology institutions to separately meter the electricity generated by each renewable energy facility. For wind/solar-based hydrogen (ammonia/methanol) production and renewable energy replacement in coal-fired captive power plants, only non-tradable GCs will be issued.
For renewable energy projects with energy storage, electricity discharged from storage facilities will not be issued GCs. Projects must separately meter energy storage charging and discharging. If independent metering is unavailable, GCs will be issued based on the net grid injection (total grid feed-in minus grid withdrawal).
