India to implement ALMM for solar cells from June 1, 2026

According to foreign media reports, in order to promote local PV manufacturing, the Indian government's latest requirement, since June 2026, Indian clean energy companies must use by the government approved list of companies (ALMM) listed in the use of locally produced cells of solar photovoltaic modules, in order to curb imports from China.

India already requires the use of photovoltaic (PV) modules from approved domestic manufacturers in government projects, and the authorities have now extended this to the solar cell segment.

The Indian government is reportedly planning to increase its non-fossil fuel power generation capacity to 500GW by 2030, up from about 156GW currently.

According to local agencies, India's solar PV module capacity is currently around 80GW, of which a total of 62.8 GW of compliant module capacity, according to the ALMM list published in early December 2024, is all locally made in India.

Cell production capacity is just over 7GW, and local companies rely heavily on Chinese cells for module production.

India's Ministry of Renewable Energy said Monday that the government will publish a list of approved cell manufacturers as the installed capacity of solar photovoltaic cells in the country is expected to increase significantly next year.

A number of Indian companies have already set up or are in the process of setting up solar cell production plants.

Tata Power (TTPW.NS), recently opened a 4.3 GW cell manufacturing plant in southern India.

Reliance Industries (RELI.NS), which plans to commission the first phase of its 20 GW integrated solar cell and module plant in Gujarat by the end of this year.

Adani Group, which now has a 4 GW cell and module manufacturing plant in the state.

India's solar cell imports are reported to have reached a record high in the first three quarters of 2024, totaling about 29.5 GW, far exceeding the 18.1 GW imported in the whole of 2023.
