The Office of the Government of Viet Nam issued Circular No. 356/TB-VPCP on July 30, 2024, which comprehensively summarizes the important conclusions of Deputy Prime Minister Tran Hong Ha's decree on the development and promulgation of incentives and policies for autonomous production and autonomous development.
Promote the development of home-grown rooftop solar and ensure that policies are practicable
The Announcement clearly states that the development of mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar energy is extremely important for mobilizing social resources, promoting the development of renewable energy and meeting the economic expectations of the people.
In order to accelerate the promotion of the Decree and ensure the quality, feasibility, applicability and effectiveness of its implementation, Deputy Prime Minister Tran Hong Hoa particularly pointed out that the Ministry of Industry and Trade needs to further improve the concept of "self-production and self-consumption" of rooftop solar energy. To this end, the Decree added provisions on the proportion of electricity sales, specifying that 90% of the total capacity of solar power generation shall be self-produced and self-consumed, while the proportion of electricity sales to the national grid shall not be more than 10%.
At the same time, according to the characteristics of each region and the actual situation of power supply, the Vietnamese government will formulate appropriate policies to encourage and mobilize the development of solar power.
Scientific measurement and standardization of access ratios
On this basis, the Vietnamese Government will study the rational and scientific basis for measuring and regulating the proportion of surplus electricity to be connected to the grid. Specifically, the northern region is allowed to feed-in at 20% of the total capacity, while the south-central region is allowed to sell 10% of the total capacity to the grid. At the same time, determining the structure of solar rooftop voltage capacity in the northern region needs to be a higher priority than in other regions, as mobilization rates in that region are still low.
Grid-connected and non-grid-connected electricity regulations are clear
For rooftop solar power that is not connected to the grid, the Vietnamese government will not set capacity limits and simplify the relevant registration procedures and processing time. The Decree will also apply to electricity connected to the national power system, regardless of whether the user or service tenant invests in solar cell systems for use.
Tariff principles and incentives
With regard to electricity tariffs, the Ministry of Industry and Trade is working further on solutions. For the excess power on the grid purchased by EVN, it is considered that people will be compensated when they buy electricity from EVN. Meanwhile, the excess electricity will be purchased by EVN at the market price at the time of the lowest electricity price offered in the electricity market. The exact price will be considered and decided by the Ministry of ITI in conjunction with the Ministry of Finance in accordance with the provisions of the Electricity Act.
In terms of processes and procedures, the DTI will preside over and immediately review the administrative procedures in accordance with the law in conjunction with the Ministry of Natural Resources and Environment, the Ministry of Construction, the Ministry of Public Security, and other relevant ministries to study minimizing the processes. At the same time, procedures for existing projects as well as the installation of power projects (including rooftop solar power) will need to refer to relevant safety regulations and standards.
In addition, in order to further promote the development of rooftop solar power, the Ministry of Industry and Trade has also studied and increased the number of incentives for investing in rooftop solar power and installing electricity energy storage systems. These policies include the possibility of purchasing 100 per cent of excess electricity capacity and support schemes for prices, taxes, interest rates and installation costs.
