The Development and Reform Commission of Jiangmen, which is a prefecture-level city in China’s Guangdong Province, released the municipal government’s “14th Five-Year Plan (2021-2025) for Energy-Related Development” in late March. According to the plan, the installed generation capacity of the whole city is to be expanded by 5GW to more than 16GW by 2025.
The plan calls for a ramp-up of efforts in the holistic development of new energy projects that include offshore wind farms, PV power plants, energy storage plants, and thermal power plants. Moreover, demonstration projects will be set up for evaluating the followings: the multiple supporting functions of energy storage plants, the development of renewables for powering green hydrogen production, and the integration of distributed gas-fired generation.
Regarding solar PV, Jiangmen’s 14th Five-Year Plan calls for widening adoption and increasing investments. The municipal government will vigorously support the development of distributed rooftop PV projects and the sourcing of PV electricity by entities located in industrial parks. Furthermore, the municipal government will promote the applications of BIPV and set up demonstration projects where PV systems complement the transportation infrastructure. There will also be district- and county-level pilot programs for residential PV installations. Xinhui District of Jiangmen, in particular, is the main target of such programs that encourage the adoption of PV-plus-storage systems at residential, commercial, and industrial buildings. Turning to the coastal communities, there will be a push for the deployment of PV systems at aquaculture facilities.
The other highlights of the plan are the construction of an LNG receiving terminal and the Phase II development of the Taishan Nuclear Power Plant. These two projects are to ensure a stable, secure, and clean energy supply for the entire Greater Bay Area (that encompasses Guangdong’s Pearl Delta, Macau, and Hong Kong). Jiangmen especially wants to leverage its advantage as a port city to build an LNG receiving terminal.
Lastly, the plan mentions other kinds of renewable energy projects and a platform for cooperation with nearby cities with regard to energy issues. The other kinds of renewable energy projects that the municipal government will be attempting to develop include tidal power facilities and harvesting of gas hydrates. As for the regional cooperation platform, it could cover Guangzhou, Shenzhen, Zhuhai, etc.
