303 Blackout Review Report, Wang Mei-hua: Move Towards a Decentralized Power Grid

The 303 power outage in Taiwan occurred last week, causing a total of 5.49 million households to lose power. Wang Mei-hua went to the Economics Committee of the Legislative Yuan today (3/10) to report on and discuss the resilience of Taiwan's power grid, saying that decentralized power grids will be the focus of the next two years.

Wang Mei-hua went to the Economic Committee of the Legislative Yuan today to report on the "Detailed Investigation of the 303 Hsingta power plant accident, improvement research, improvement to the operation and maintenance mechanisms of power facilities, enhancement of personnel risk analysis and control capabilities, and improvement of power grid resilience."

Regarding the direction of the review, Wang Mei-hua stated before the meeting that, although the accident was caused by human error, the direction and content of the review were explained according to different accidents. Among them, decentralization of the power grid was mentioned. In the past, Taiwan routed all electricity through three major 345KV substations, including Longci in the south, Jhongliao in the center and Longtan in the north.  A decentralized power grid, which is very common abroad, was mentioned in the review of the last blackout.

Wang Mei-hua used the expressway as an example. As the number of vehicles increase, the road must be widened and diverted. Wang Mei-hua believes that if there is a problem with the centralized power grid, the decentralized power grid can also replace it, so decentralized power supply will be a very important work in the next two years but the practice and engineering of a decentralized power supply requires an increase in the number and construction speed of power grids.

Regarding the progress of the power grid construction, Wang Mei-hua said that Taipower’s goal is not profit and is taking steps in the construction of power generation and power grids. The government supports this and the MOEA will also assist Taipower in securing relevant funds.

However, Taipower and the MOEA mentioned the issue of power grid decentralization in the previous 513 and 517 accidents reports. Interim Taipower Chairman Tseng Wen-sheng pointed out that 18 of the 22 major improvement projects proposed by experts at that time are planned and 4 out of 22 are currently being implemented. The decentralization of the power grid takes time and stratified power supply also takes time. Project review will be completed within a month.

Regarding the future return of Taiwanese businesses and the increase in electricity consumption, in addition to the expansion of the power grid, legislator Lin Tai-hua also asked whether the power development plan and the 20% green energy in 2025 would be feasible. Wang Mei-hua indicated, units under construction and confirmed by 2027 include Datan No. 7~9 gas units, Hsingta No. 1~3 gas units, Taichung No. 1~2 gas units, and currently planned gas units also include Xiehe Phase 1-2, Sunba Phase 2, IPP new purchases, and Tongxiao Phase 2 and small units.
